Can someone please help clear something up for me?

On the fitness test when you are doing the 3 mins step up with 30kg weights, do you have to keep your arms down by your sides or are you able to hold the weights up against your chest?

I've always assumed they had to be down by your sides (hence the grip strength) but have been reading of folk being able to hold them differently? i.e elbows bent and arms up to the shoulder?
